100MW Agricultural-Solar Complementary Photovoltaic Power Generation Project
Project Background
The Guoneng Changyuan Badong 100MW Agricultural-Solar Complementary Photovoltaic Power Generation Project is located in Yanduhe Town, Badong County, Enshi Prefecture, Hubei Province. Developed by Guoneng Changyuan Badong New Energy Co., Ltd. (a subsidiary of China Energy Group Changyuan Electric Power), this project represents a landmark achievement in China's renewable energy infrastructure development.
The project achieved its initial grid connection on December 28, 2023, and reached full-capacity grid connection by November 26, 2024. With a total investment of approximately RMB 500 million (approx. USD 70 million), the installation covers an area of roughly 2,870–3,052 mu (192–203 hectares) of mountainous terrain.
Challenges Faced
Complex Mountainous Terrain
The project site presented significant geographical and environmental challenges:
Steep elevation changes across dispersed array zones requiring customized equipment layouts
Limited road access for heavy equipment transportation to remote installation points
Variable soil conditions demanding reinforced foundation designs for substations
Extended cable routing distances across irregular terrain increasing voltage drop risks
Tight Construction Schedule
The project operated under aggressive timeline pressures:
Construction commenced on May 18, 2023 with first grid connection target within 7 months
Full-capacity commissioning deadline of November 26, 2024 left no margin for delays
Coordinated delivery required across 180,000+ monocrystalline silicon PV modules simultaneously
18 km of transmission line construction needed to connect to the regional grid
Customized Solution Highlights – 110kV Step-Up Substation & Distribution System
Pushen Electric provided a comprehensive medium-voltage power distribution solution tailored specifically to the demands of this large-scale mountainous solar project:
110kV Step-Up Substation Package: A complete turnkey substation solution including high-voltage switchgear, power transformers, relay protection system, automation control system, and auxiliary power systems. The substation was designed with factory pre-integration to minimize on-site assembly workload in the challenging mountain environment.
Medium-Voltage Switchgear Array: Modular metal-clad switchgear units configured for the specific voltage requirements of the 100MW capacity, featuring intelligent monitoring capabilities for remote operation and fault diagnostics — essential given the remote location of the installation site.
Customized Cable Routing & Protection System: Engineered protection coordination across the 18 km transmission line corridor, including surge arresters, grounding systems, and automated fault isolation devices adapted to the region's lightning-prone climate conditions.
Project Outcomes
On-Time Full-Capacity Delivery
All power distribution equipment was delivered, installed, and commissioned on schedule, enabling the project to achieve its full 100MW grid connection target by November 26, 2024 — meeting the strict provincial milestone requirements without delay.
Reliable Operation in Mountain Environment
The customized insulation and climate control systems have ensured stable continuous operation despite the site's exposure to mountain weather conditions, including temperature extremes, high humidity, and occasional severe weather events common to the Enshi region.
Significant Environmental Impact
The completed project now generates approximately 118–120 million kWh annually, delivering substantial environmental benefits: saving around 38,500 tons of standard coal equivalent per year and reducing CO2 emissions by approximately 93,000–119,000 tons annually. The agricultural-solar complementary model enables continued farming activities beneath the PV arrays, maximizing land utilization efficiency.
